Philippines President Ferdinand Marcos Jr has proclaimed a disaster situation - the threshold of which involves numerous deaths, widespread structural damage, and disruption to means of livelihoods and everyday existence for residents of impacted regions.

The weather system, referred to locally as Tino, devastated the densely inhabited island of Cebu, flooding complete communities and carrying vehicles down roads.

Tens of thousands of people have been evacuated, while some are sheltering in designated safe zones.
